Russia's government is preparing another assault on the Baikal

The Government is preparing another attempt on Lake Baikal, trying, apparently, in time for the anniversary of the resumption of dumping of industrial wastes of the Baikal Pulp and Paper Mill. The notorious decree on BPPM Vladimir Putin signed on Jan. 13, 2010 . As it became known, the anniversary of the unconvincing solutions prepared bordering on crime, adventure. According to the documents, the main role in it belongs to the Deputy Minister of Industry and Trade of Russia Dementieva, who also holds high office in the Board of Directors BPPM.In 2009, successfully combining these positions, and A. Dementiev was one of those who re-opened BPPM.

Now he pushes the idea that in Baikal can and must be drained much more venom than now. The deputy minister evidently hopes that the government leaders can not thoroughly understand the internationally accepted environmental standards.

In a letter addressed to the deputy Prime Minister Igor Sechin, he requested to consider the possibility to amend the Order № 63 dated March 5, 2010 Ministry of the Russian Federation "On approval of standards for maximum permissible impact on the unique ecological system of Lake Baikal and the list of hazardous substances, including substances categorized as highly dangerous, high-risk, dangerous and moderately dangerous to the unique ecological system of Lake Baikal.

In this case, Mr. demethyl, at least, disingenuous, referring to certain requirements for "purified wastewater of industrial enterprises, adopted in the European Union and Germany."He argues that the restrictions relief particularly toxic substances into the lake too strict. It is proposed to allow BPPM increase dumping of hazardous substances in the dozens, and in the case of chlorinated organic substances in the tens of thousands of times!

Good response to that proposal - a quotation Chairman of the Presidium of the Irkutsk Scientific Center SB RAS, Corresponding Member RAS IA Bychkova: "Do not compare with Germany, there is no drinking water reservoirs of global significance." So the scientist said the proposal to allow BPPM pour more dangerous substances.

If we turn to the language of numbers, it is unclear to what regulations addressed A. Dementiev.Comparing the norms of the European Union and the aforementioned Order of the MNR, you come to the conclusion that they are consistent with each other, so the question arises, what was the real reason for his appeal to the leadership of the Government.

Masked response is contained in the following thesis: "standards approved by the Order is not achievable for industry .., preclude the operation of the Baikal Pulp and Selenginsky CCC"!

Here we note that formally Selenge CCC has long been translated into closed water system, and this implies the absence of effluent into surface watercourses. It is also important to recall that he was not located on the shores of Lake Baikal and the Selenga.

It turns out that an attempt to mislead the Sechin made for the sole purpose - to enable the "sinking" BPPM hold out for a while. Justification is not the goal. Meanwhile, a lot of evidence already collected (and continue to appear more and more) that the best solution would be closing BPPM and implementation of existing plans to help local residents and Sustainable Development of Southern Baikal.

Returning to the links on the German experience, I would like to draw attention to Dementieva in the illustrative example of the lake Königssee. On its purity cared so much that since 1909 to move on it can only be on boats equipped with electric motors, oars or pedal power.

Of course, standards of acceptable impacts on the unique ecological system of Lake Baikal to modify. It is also quite obviousbut that it should be done moving forward to a civilized society, rather than returning to the days when not only common sense, but human life sacrificed to short-term interests.
